Chelsea beach is part of the Kingston council area and there are foreshore dog regulations that manage when and where dogs are allowed to be off-leash.
This is pretty common practice, but what can make it complicated is that there are actually different types of regulations for summer and winter around the area.

ToggleRegulations for Chelsea on/off-leash area for dogs
Here’s how it works:
Between 1 November – 31 March
- Sunrise – 10 am: off-leash area on sand only
- 10 am – 7.30 pm: no dogs allowed on the sand
- 7.30 pm – Sunrise: on-leash area
Between 1 April – 31 October
- 11 am-3 pm: on leash area
- All other times: off-leash area on sand only
If the above times don’t work for you, the good news is that nearby Mentone beach has an off-leash area between Charman Rd and Plummer Rd that’s a 24hr off-leash area at all times of the year.
So is Chelsea Beach dog-friendly? It’s complicated, but with a little bit of planning and flexibility, your pooch can still have a great day at the beach! Just make sure you follow the regulations to keep everyone happy.
